Carr's Human Services Solutions (CHSS) is a service disabled veteran owned small business (SDVOSB), certified by the Center for Veteran Enterprises (CVE), that specializes in project management and program design and development, with a particular emphasis in disaster relief and recovery operations. Stephen P. Carr II, MA, MFT, established this consulting firm in response to the disaster community's need for an independent organization which could bring together talented consultants from among the various organizations within the disaster community for the purpose of focusing on the area of human services within the disaster recovery arena. The CHSS mission is to provide expert consultation on a wide range of human service issues and to advance the art of building relationships.
Shortly after its inception, CHSS was contracted by the state of Mississippi, through the Mississippi Commission for Volunteer Service, to serve as the project management firm for the "bridge" program that was to provide a continuation of disaster case management services to clients who were formerly served by the UMCOR-Katrina Aid Today project. The bridge program provided a unique challenge, in that the funding for disaster case management services provided by non-profit and faith based groups within the state had been provided via the United Methodist Committee on Relief and not through a state agency. CHSS provided leadership for this 60 day project, led the transition from a privately funded program to a federally funded program, and was again asked by the state of Mississippi to provide project leadership for the resulting Mississippi Case Management Consortium (MCMC). MCMC was a FEMA funded disaster case management pilot program (DCM-P) that was the follow-on project once the bridge program, previously described, had been completed. As a result of CHSS leadership, the MCMC project was able to employ over 300 individuals by establishing a consortium of affiliate non-profit organizations throughout the state who worked together to serve those clients with remaining unmet disaster related needs. CHSS has contributed to several key projects recently including the Department of Health and Human Services (HHS) Disaster Case Management model which was designed in a joint effort with Abt Associates and Catholic Charities USA.
Currently we are working as a member of the FEMA Individual Assistance, Technical Assistance Contract (IA TAC-III) team as a sub-contractor of CH2MHill for FEMA Region IV. CHSS is tasked with providing Social Services Support in the event of a Mass Care mission assigned to the prime contractor.
CHSS benefits from a team of highly talented consultants whose expertise include the disciplines of monitoring and evaluation, disaster case management, human services, financial analysis and planning, social services program direction, organization administration, clinical counseling, and contract(s) compliance oversight. Mr. Carr is also a graduate of the Advanced Master Project Management Certificate program of Villanova University.
