Stephen CarrCarr’s Human Services Solutions (CHSS) is a service disabled veteran owned business (SDVOB) that specializes in project and program design and development, with a particular emphasis in disaster relief and recovery operations.  Stephen P.  Carr II, MA, MFT, established this consulting firm in response to the disaster community’s need for an independent organization which could bring together talented consultants from among various organizations, within the disaster community, for the purpose of focusing on the area of human services.  The CHSS mission is to provide expert consultation on a wide range of human service issues and to advance the art of building relationships.

CHSS benefits from a team of highly talented consultants whose expertise includes the fields of monitoring and evaluation, disaster case management, financial analysis and planning, social services program direction, organization administration, clinical counseling and other human service disciplines including social work.  As a result of our collective background and experience, the consultants of CHSS have an extensive network and knowledge of the disaster recovery community derived from their work on local, state, and national level disaster recovery programs. A primary factor in coordination efforts among various stakeholders is to understand the language that each stakeholder speaks. CHSS understands the language of the volunteer (NGO), Federal, and military sectors, as our consultants have worked within each of these sectors in their professional life.

Here are a few of our past and current projects:

FEMA’s “Cora Brown Bridge Program” :
CHSS managed this case management program for the state of Mississippi through the Mississippi Commission for Volunteer Service. This program was designed to fill a “gap” in services created with the ending of the UMCOR-Katrina Aid today disaster case management program.

The Mississippi Case Management Consortium (MCMC)
www.mc-mc.org : This disaster case management program, funded by FEMA through the Mississippi Commission for Volunteer Service, brought together a consortium of 13 affiliate agencies working under a coordinated process to provide services to clients living in FEMA subsidized housing as a result of Hurricane Katrina. MCMC was the first FEMA funded disaster case management pilot (DCM-P) program to be implemented through a state agency. CHSS brought together a team of consultants, state employees, and not for profit agencies to design, and put into operation, this important and groundbreaking approach.

The HHS/ACF Disaster Case Management pilot program.
Working as a subcontractor for Abt Asscoiates, Inc., CHSS contributed to the design of the US Department of Health and Human Services/Administration on Children and Families (HHS/ACF) approach to disaster case management which was tested following Hurricane Gustav. This project allowed CHSS to once again demonstrate its ability to bring together the Federal, NGO, and Corporate cultures for the purpose of designing an a program whose goal is to serve impacted individuals in a strategic and efficient manner.
CHSS was most recently involved with the proposal process that included staffing models for emergency shelters.
